Highmark Health Plans is experiencing unexpected growth acceleration in the Philadelphia market, according to a March 21 report by the Philadelphia Business Journal. The Pittsburgh-based insurer expanded its operations to Philadelphia in 2024, successfully adding 70,000 commercial and individual members within that year alone, as confirmed in the company’s annual report.

Highmark’s rapid growth places it in direct competition with Philadelphia-based Independence Blue Cross in the southeastern Pennsylvania region. When approached for comment, an Independence Blue Cross spokesperson emphasized to the Journal that their company remains “the hometown insurer and the resounding choice of employers of all sizes, consumers and seniors” in the market.

Highmark Health’s expansion in Philadelphia aligns with its larger organizational structure. The company operates Blue Cross Blue Shield affiliates across multiple states including Pennsylvania, Delaware, West Virginia, and New York.
