New Multi-Year Deal Secures Anthem Members’ In-Network Access

Anthem Blue Cross Blue Shield and Covenant Health have reached a new multi-year contract agreement, ensuring that Anthem members across Maine retain full in-network access to two of the state’s major hospital systems. The deal covers St. Mary’s Health System in Lewiston and St. Joseph Healthcare in Bangor, along with affiliated physician practices and clinical services statewide.

This agreement ends weeks of uncertainty for Maine patients, as Covenant Health had previously warned members that it would stop accepting Anthem in-network coverage if no deal was reached by July 5. Both organizations announced the agreement Wednesday afternoon, drawing relief from patients, providers, and state officials.

What the Agreement Covers

In-Network Access to Hospitals and Providers

Under the new contract, Anthem members maintain in-network access to the following Covenant Health services throughout Maine:

  • St. Mary’s Health System (Lewiston)
  • St. Joseph Healthcare (Bangor)
  • Affiliated physician and specialist practices
  • Clinical and ancillary health services across the state

A Multi-Year Commitment

The agreement is structured as a multi-year contract, giving both patients and providers a stable, predictable foundation. This longer-term commitment reduces the risk of sudden disruptions — a concern that has affected multiple Maine health networks in recent years.

Why This Deal Matters for Maine Patients

For thousands of Anthem members, in-network access means significantly lower out-of-pocket costs. Without this agreement, patients using Covenant Health facilities would have faced out-of-network rates, which can be substantially higher. In some plans, out-of-network providers receive no coverage at all.

Moreover, this deal protects continuity of care. Patients managing chronic conditions, pregnancy, or ongoing treatment would have faced disruption if they were forced to change providers mid-care. Maine’s insurance code does provide continuity-of-care protections in such cases, but avoiding that situation entirely is clearly the better outcome.

The agreement also comes during a period of heightened scrutiny for Anthem in Maine. Notably, the Maine Bureau of Insurance is currently conducting a Market Conduct Exam of Anthem, which involves broad review of data, documentation, and claims practices.

The Anthem–Covenant Health agreement is the latest in a series of high-stakes contract negotiations that have played out across Maine’s healthcare landscape in recent years. Similar disputes have involved MaineHealth and Northern Light Health, both of which reached agreements with Anthem after extended periods of uncertainty.

MaineHealth’s contract dispute, for instance, was resolved in August 2022 after Maine Medical Center briefly announced it would drop Anthem as an in-network provider. More recently, the Northern Light–Anthem dispute stretched for months, briefly leaving around 30,000 Mainers without in-network access to primary care providers before a deal was finalized.

The July 5 Deadline

For the Anthem–Covenant agreement, the critical deadline was July 5. Covenant Health began notifying patients on Monday that it had not yet reached a deal with Anthem and that in-network coverage would end unless an agreement was reached. Both parties finalized terms on Wednesday afternoon — just days before patients would have faced higher costs or coverage gaps.

No Action Required for Ongoing Care

For members already receiving care at St. Mary’s or St. Joseph Healthcare, no changes are needed. The new contract ensures that existing care relationships continue without interruption.
