
Government Launches Ambitious Digital Inclusion Initiative
The UK government has unveiled a comprehensive Digital Inclusion Action Plan designed to address the growing digital divide in society. This strategic initiative targets the 1.6 million UK residents currently living offline due to lack of devices, connectivity, or digital skills, as well as the quarter of the population struggling with online services.
Technology as a “Force for Good”
Technology Secretary Peter Kyle emphasized the critical nature of this initiative, noting that technology must be a “widely accessible force for good” to serve as a “positive catalyst for social change.” Kyle highlighted the unprecedented pace of technological advancement, warning that “leaving people behind in the process could threaten our mission to maximise technology for economic growth and better public services.”
Strategic Partnerships Driving Change
The action plan leverages partnerships between government, industry leaders, and charitable organizations to maximize impact:
- Digital Poverty Alliance collaboration will provide laptops to digitally excluded individuals
- Good Things Foundation, Vodafone, and Deloitte are developing a charter for responsible device donation
- Google partnership with DSIT will deliver intensive digital skills training for adults in modern work environments
Telecom Industry Commitments
Major network providers have made significant commitments to support the initiative:
- Three aims to expand its digital skills program to reach over 270,000 people by 2030
- Sky is partnering with charities to provide skills training, internet connections, and equipment
- Sky’s data donation will provide two million gigabytes to approximately 80,000 people by 2026
Universal Access Beyond Age and Wealth
Telecoms Minister Chris Bryant emphasized that digital access shouldn’t be limited by age or economic status. “From boosting digital skills to improving access to laptops, today we are setting out clear actions to give everyone across the UK the skills, confidence and opportunity to make the most of the digital world,” he stated.
Local Implementation Nationwide
The plan builds upon existing regional initiatives like those in Liverpool, where the City Region Combined Authority helps provide internet access to economically disadvantaged residents. The new plan ensures all local authorities can access and bid for government funding for inclusion projects.
Liverpool City Region Mayor Steve Rotherham praised the initiative as “taking a giant step forward in closing the digital divide, giving individuals the tools they need to succeed and thrive – whether that’s through education, employment or improving their everyday lives.”
